Position Summary:
Reporting directly to the Chief Administrative Officer, the Director of Community Services is to ensure the provision of recreation, community and cultural programs, activities, events & services as well as the efficient daily operation of the corresponding facilities. In addition, the position will oversee the Community Peace Officer and be responsible for enforcement of community bylaws. The Employee may be required on an ongoing basis to attend applicable training, workshops, seminars and courses at the discretion of the Employer in order to facilitate job knowledge and performance.
RESPONSIBILITIES
- Create, nurture, pursue and maintain rapport and positive working relationship with community groups, sports organizations, the business community, and other interested parties to promote community programs, activities and events.
- Maintain an effective working relationship with other key personnel, including, but not exclusive to, all Town of Vermilion staff, boards and departments, and related provincial and regional associations.
- Provide supervision, hiring, training and direction for the Community Services Staff, the Peace Officer and contracted service providers.
- Ensure efficient and effective operation, maintenance and development of Town recreational facilities as well as the promotion of recreation, Family and Community Support Services (FCSS) Programs, the Vermilion Regional Centre, parks and playgrounds.
- Ensure accurate record keeping, report generation and internal controls for each facility as well as non-facility-based programs.
- Access applicable alternate funding sources such as grants, donations and sponsorships.
- Assist the Director of Finance with budget preparation and control expenditures for the department within the parameters of the budget as approved by Town Council.
- Maintain memberships with, and attendance to, all applicable associations, meetings and conferences.
- Review and have a strong understanding of the Town’s Emergency Response Plan and the position’s role within it.
- Facilitate ongoing staff training and adherence to accepted safety practices.
JOB DUTIES
General
1. Facilitate team development and interaction within the department. 2. Communicate regularly with supervisory staff, acting as a liaison to the CAO and Council. 3. Provide direction, performance evaluation, goals and objectives for supervisory staff. 4. Interact regularly with other Town departments. 5. Attend and participate at Council meetings, applicable Committee meetings, workshops, conferences and administrative meetings. 6. Ensure maintenance of accurate records and statistics as required by law or policy. 7. Compile and provide to the CAO month-end and year-end reports of the department. 8. Respond in a timely manner to public enquiries and concerns. 9. Control and issue purchase orders and expenditures for the department. 10. Regularly review and remain familiar with the Town of Vermilion’s bylaws, policies and procedures. 11. Encourage and budget for staff training. 12. Assist the Director of Emergency Management in coordinating emergency services and resources used in an emergency.
Department Specific
- Assist staff with the development, scheduling of programs.
- Ensure timely completion of statutory and required reporting.
- Provide guidance, input and direction for programs, exhibits and events.
- Attend and participate at meetings related to community services when possible.
- Maintain membership in community services related organizations.
- Prepare or ensure preparation of grant applications.
- Provide input to assist in the maintenance of the Town of Vermilion website and social media postings.
- Cooperate with Planning & Development and Infrastructure Services to oversee park & recreation facility design, development and construction.
- Oversee the maintenance and/or improvement of community services buildings and grounds.
REQUIRED EDUCATION AND TRAINING
The minimum level of education required to perform these duties are;
- Completion of Grade 12 Diploma; and
- Degree or Diploma in a related field i.e. Recreation Administration, Business Management, or equivalent.
The minimum experience required to perform these duties are:
- Two (2) years of applicable experience in a municipal environment
- Five (5) years supervisory/management experience within a similar environment
- Effective written and oral communication skills
- Ability to deal with the public in matters of some sensitivity in a courteous, diplomatic, and tactful manner

Position Summary:
Reporting to the Director of Infrastructure and Planning Services the Administrative Assistant performs high level office support duties and provides program support. Administrative Assistant performs a wide range of duties including conducting research, bylaw and policy updates.
Job Requirements:
• Responds to telephone inquires by either referring to appropriate staff or by completing department work orders. • Initiates calls to public regarding work timelines. • Works closely with the Director of Infrastructure to ensure the department is obtaining its goals • Distributes work orders to the Operations Manager and completes telephone follow up with residents. • Follows up work orders with the Operations Manager. • Issues invoices • Extremely knowledgeable with Public works and Utilities policies and processes and can explain them to the public in an effective manner. • Maintains a liaison with the Town Hall and communicates activities to ensure front line staff are aware of daily activities of the department in order for them to answer calls and complaints in an effective manner. • Types office correspondence, files materials and keeps filing system current. • Schedules meetings as required by the Director of Infrastructure. • Extensive experience in Microsoft word, excel, and AS/400 operating system. • Knowledgeable or has the ability to read and interpret Town of Vermilion civic and legal maps relating to the Public works and Utilities activities. • Familiar with preparation and process of tender documents, progress reports and contractor invoices for projects undertaken for the Town of Vermilion. • Is a reasonable ambassador for the Public Works and Utilities department and promotes good relations. • Helps establish long/short term goals of the department and works to implement them. • Endeavors to continually improve by developing a greater knowledge in public works as well as maintaining skills in Microsoft office and AS 400 • Research and updates Bylaws and policies • Attend, record, produce minutes of meetings (committees, council, internal). • Experience in equipment tracking • Experience with project tracking • Grant writing and research • Provides Planning and Development support as required • Knowledge and experience with budget tracking and budget preparation • Preforms other duties as required
Qualifications:
• High school diploma or equivalent • Four (4) years of in an office or administrative support position • Appropriate Vocational/Technical training

Position Summary:
Reporting to the Manager of Operations, the Public Works – Laborer/Operator is a member of the Public Works Team. The primary focus of the Laborer/Operator is customer service, supporting the Public Works team with operations such as asphalt patching, operation of handheld equipment, crack filling, garbage pickup, water/sewer, laborious tasks such as landscaping and grounds maintenance, painting, maintenance of equipment, and other duties as required. This is a temporary full-time position which may require occasional work in the evening and weekend. We will be hiring for a summer term commencing in May 2023 until September 1, 2023.
Education:
Preference will be given to applicants with:
- At least one year of Post-Secondary Education.
